PROJECT PURPOSE

Our main ambulance station located in Blanchard Oklahoma houses our ambulance that is staffed 24 hours a day 7 days a week is uninhabitable at this time due to mold. The ambulance station is considered a public building as McClain Grady County EMS is funded in part with ad valorem taxes derived from three school districts. The building was originally built over 30 years ago. The insulation in the ceiling and walls were covered with visqueen plastic which has contributed to the mold growth throughout the building along with aging plastic water lines that have burst and flooded portions of the building. Our insurance company is refusing to cover any of the mitigation and we do not have any funds budgeted nor the funds available to completed all of this project. We are needing assistance with paying for the mold mitigation, new insulation in exterior walls, replacement of sheetrock throughout the building, replacement of old water lines and new flooring to replace molded carpet and air duct cleaning. People occasionally come into the building seeking medical treatment or asking advice for various conditions or symptoms putting the public and our staff at a health risk.

EVIDENCE

We have had an industrial hygienists come and do testing within the building. He has written a specific protocol for treatment and remediation of the mold.


POPULATION DESCRIPTION

McClain Grady County EMS is a 522 District that serves the citizens of Newcastle, Dibble, and Blanchard School Districts. The EMS building in Blanchard is a central location for our service area. Due to this building being uninhabitable at this time, there is an extended response time to the citizens of Blanchard and Dibble because the ambulance is responding from Newcastle which is approximately 10-20 miles away depending on the location of the emergency. Extended response times can impact the patient outcome negatively depending on the type of emergency. COVID has forever changed how EMS responds to and treats patients with COVID 19 symptoms. Extra measures have to be taken to protect the First Responders and the patients which also contributes to how quickly treatment can begin.

PERFORMANCE MEASURING

The goal of the project is to provide safe and healthy environment for personnel to reside and the public to come for healthcare treatment. The process with be measured in stages. The mold removal and motivation, the replacement of old water lines, the replacement of exterior wall insulation, drywall and paint, removal and replacement of flooring, and the replacement of all exterior windows. Reports will be provided every 30 days to mark what parts of the project have been completed and what is still being completed.
