PROJECT PURPOSE

The main sewer line that serves Cimarron Memorial Hospital has reached the end of its useful life and is in need of replacement. The hospital serves patients from all of Cimarron County and beyond. Replacement of this line is crucial to the health of the patients, hospital personnel and the other residents served by this line.

EVIDENCE

The sewer main line is constructed of clay tile and is cracked and deteriorated allowing roots to infiltrate the line causing blockages that backup sewage in the system. The line was built in the early 1950s, we have found that the pipe bursting method to replace the line with poly pipe is the most efficient method for this type of project.

POPULATION DESCRIPTION

The City of Boise City is centrally located in Cimarron County, it is in a remote area and sparsely populated. The area has 5 major highways connecting in Boise City, local residents as well as travelers on these highways are dependent on the Hospital when illness or accidents occur. People with major illnesses or accidents have to be flown out of Boise city to larger hospitals for specialized care. There are no local medical aircraft located in Cimarron county so extra time to fly in from another location and transport the patient requires time that determines the success of recovery for the patient. Many COVID patients were transported during the pandemic. Replacing the line would greatly benefit the hospital and other residents that are served by the line.

PERFORMANCE MEASURING

The project will be engineered by a licensed professional engineer, DEQ permits will be acquired. The project will be advertised for bids and the engineer will recommend the lowest qualified bidder to the council. The project will be inspected by a local resident inspector.
