PROJECT PURPOSE

Located within the Department of Commerce, the Oklahoma Film + Music Office?s objective is to inject sustainable and equitable programs in Oklahoma?s communities to facilitate recovery to Oklahoma?s film, TV and music industries through Oklahoma?s eco-system. Covid-19 has brought unprecedented challenges to all Oklahoma communities, but has especially hit the film, TV and music sectors hard. Oklahoma state leadership had identified these creative industries as key growth sectors enabling the industry to retain and employ its expanding workforce and businesses even through uncertain times. Through ARPA funds, Oklahoma is at an advantage to intentionally develop workforce, communities, infrastructure, and to build or re-build a stronger and more sustainable tomorrow for more Oklahomans statewide. The Oklahoma Film + Music Office (through a third-party vendor) will deliver a robust film and music economic impact study set in line with the American Rescue Plan. A statewide economic impact study would provide a clearer picture of our state?s assets and potential growth as well as provide a baseline to analyze future industry gaps and/or unidentified opportunities to develop new programs or partnerships.

EVIDENCE

Similar projects have been accomplished. For example, a recent economic impact study for Tulsa found $335 million in economic impact through Tulsa?s music ecosystem in responsible for generating a total output of $335 million and Value Added (GVA) of $198 million to the local economy annually. The state of New Mexico?s film study reported a direct economic impact of $854 million by projects accessing their tax credit program between FY20-21, $995 Value Added (GVA) and an $8.40 economic return on investment for every dollar spent was generated into the economy.


POPULATION DESCRIPTION

Both sectors of film and music send economic waves through the local economy and impact a wide range of sectors, especially those impacted by the pandemic such as small businesses and the hospitality industry. These creative industries have proven to generate the economy in other cities and states no matter its size or demographic. Vulnerable populations in Oklahoma could benefit from this program by way of data collection that would allow the state to assess economic impact in these communities along with ability to engage in urban planning, commercial optimization, venue activation, recovery strategy and master-planning. The results of proper data collection would impact cities and help them become more resilient and sustainable through increased awareness of their resources and underdeveloped cultural ecosystems.

PERFORMANCE MEASURING

The Oklahoma Film + Music Office will deliver a robust film and music economic impact study which outlines a recovery and workforce development accelerator as part of the state?s economic recovery efforts. Measurement of the project would be seen in nine steps over a 12-month period, which could include, ideation, stakeholder engagement, artist and business impact survey, asset mapping, economic impact assessment, regulatory assessment, comparative analysis, comparative analysis and key findings and recommendations strategy. Multiple avenues will be implemented for collecting data, such as round-tables, a film and music survey for artist, business, community, mapping and input-output analysis.
