PROJECT PURPOSE
Roadway lighting facilities along the Legacy Trail are owned by the City and maintained by OG&E. As OG&E transitions to a 100% LED lighting system, company officials have notified staff that maintenance of the city-owned lights along the Legacy Trail will no longer be offered unless the system is upgraded to their current standards. This upgrade will require the replacement of the poles and new wiring. There are currently a number of fixtures that are not working and will not be repaired until the system is upgraded. Funding this request will modernize the system and allow OG&E to continue providing maintenance.
EVIDENCE
Proper illumination will mean more people will be out on the trail in non-daylight hours.
POPULATION DESCRIPTION
The biggest thing that we can attribute to the pandemic is the frustration with being cooped up at home unable to be out as we would like. This frustration was exacerbated by the fact that an opportunity to get outside for some fresh air and exercise through a walk on the trail was hindered by the poor lighting. Funding this project will serve as a huge boost to those inclined to use this trail. The majority of revenues coming into the City of Norman are sales tax based. During the pandemic these have either been flat or below average. This has created a situation where new projects such as this one have been difficult to fund locally.
PERFORMANCE MEASURING
Measuring project performance will be readily obvious as all of the lights will be working at the completion of the project. Also, the volume of citizen complaint calls and social media posts will be drastically reduced.
