PROJECT PURPOSE

Early on during the COVID pandemic Tahlequah Fire was in short supply of PPE for the pandemic. During this time of shortage, we utilized what we had and that was SCBA (Self-contained breathing apparatus). We also modified some of our SCBA packs into portable sprayers to spray disinfectant in our local churches, schools and gathering places to help control the spread. During this same time, we received a letter from the manufacturer of our SCBA manufacturer stating that they are no longer pursuing NFPA (National Fire Protection Association) certification and will no longer accept orders to produce any SCBA intended for the use of fire departments. This puts an unforeseen strain onto the City of Tahlequah?s budget going forward especially coming out of a pandemic. With help from this fund it will replace all of Tahlequah Fire Departments SCBA and update a 20 plus year cascade system that is used by all rural fire departments.

EVIDENCE

A letter from Honeywell Safety and Productivity Solutions dated February 27,2020 Stating they are no longer pursuing certification to the National Fire Protection Association. With this decision, Honeywell will not participate in any new bids and orders for SCBA that comply with current NFPA standard. Honeywell will not accept any orders for TITAN SCBA certified for the use of fire departments.


POPULATION DESCRIPTION

The self contained breathing apparatus are critical to the fire departments ability to properly respond to various emergency circumstances. Without the SCBAs many vulnerable populations are at increased risks in the event of an emergency.

PERFORMANCE MEASURING

A project performance will be measured by meeting predefined milestones for the life of the project including; approvals, bidding, contract award, and implantation phase. The required programmatic data will be collected as required by the U.S. Treasury Department by internal controls with the City of Tahlequah.

FEDERAL GRANT DESCRIPTION

CDBG - Approximately $150,00 every other year. Grant funds are typically used for various public improvement projects including streets, sidewalks and public facility improvements. FAA Airport Grant - The City recently received $600,000. Projects are selected based on 5 year capital improvement plan approved by the FAA.
