PROJECT PURPOSE
? The Town of Carmen needs sewer and water tower updates. The town?s water tower needs rehabilitation, patching, and painting to fix corrosion issues and to extend its life. The age of the standpipe is causing deterioration of the inlet and outlet piping-both need to be replaced along with the control valve. Due to a project by ODOT, the water main that ties to the water tower must be rerouted to Carmen?s right-a-way. Carmen also needs to replace their existing sewer collection line between manholes #1 and #2 and remove trees growing along the area to allow for overall operation and maintenance. The collection line is in poor condition and has tree intrusions causing it to be compromised.

POPULATION DESCRIPTION
? The Town of Carmen is a rural town with the nearest grocery store fifteen miles away. Almost 20% of the population between 65 and 80 years old and a median income lower than the state average. The majority of residents are in an agriculture-based trade and must commute outside of city limits for work. To secure the existence of this rural town and encourage prosperity, essential elements for basic human needs must be maintained-Water and sewer. Rehabilitating the town?s water tower and replacing a deteriorating sewer line will allow residents to continue to live in rural, Carmen, OK, and continue their work in agriculture which, feeds the United States and provides goods for the U.S.A. trade agreements.
PERFORMANCE MEASURING
? The town is familiar with the Compliance and Reporting Guidance for State and Local Fiscal Recovery Funds and understands our reporting responsibilities. All documents related to this project will be stored for reports. The reporting elements from the ARPA Reporting Fact Sheet will be used to report work completed on this project. All documentation will be kept, organized, and updated by Carmen?s Town Clerk and NODA. NODA and the town clerk will complete the reports together, ensuring all required documentation is reported. ? Project performance would be measured by the absence of major leaks in the water tower, reducing water service to the town. It would also give the town access to the water mains that were compromised due to ODOT?s road project. Finally, replacing the noted collection sewer lines will save repair costs and keep the sewer flowing to the lagoon.
