PROJECT PURPOSE
This Hispanic Chamber of Commerce is starting the Hispanic Chamber Supplier Diversity Program (HCSDP) The purpose of this project is training and education classes and one on one counseling for small businesses to build capacity in order to prepare them to to grow their business and have access to procurement opportunities to State and Federal contracts. Many small Latino owned businesses have little or no resource's available to to them for building capacity, in order to grow their company and be able to access these contracts. This program will not only create an Economic impact but will create job growth in the state of Oklahoma. We will provide Classes and one on one counseling for small business in Spanish/English order to launch and certify them to access the contracts.

POPULATION DESCRIPTION
According to U.S. Census data, 5% of the population of Oklahoma County in 1994 was Hispanic-Latino increasing to 19.1% in 2020. There were 10,000 Latino businesses in the State of Oklahoma in 2010 and now in 2022 there are over 20,000. One in four Latino businesses closed its doors due to the pandemic and many people were out of work. This program is designed to reenergize the start up of of new businesses and or expand the current ones to the next level while adding more people to the workforce.
PERFORMANCE MEASURING
The preceding Outcomes Evaluation establishes criteria for success and ways to measure the two objectives contained in the grant proposal. However, in order to meet our goal of promoting economic growth by sustaining and expanding the businesses of Oklahoma City, a long-term evaluation plan must be created. Because the Hispanic Chamber is committed to this project beyond the grant-funded 36-month period, we will be establishing such an evaluation plan. The desired effect of the HCSDP and the classes is to sustain and expand new and existing businesses in the community. It will take several years to evaluate the long-term success of the program. However, among those measures used to evaluate the program?s long-term success are: ? How many of the businesses that received services from the HCSDP remain in business 2, 4, and 6 years later? ? How many of the businesses that have started the certification process are still in business 2, 4, and 6 years later? ? How many businesses that either participated in the training sessions in the HCSDP, or became certified, experienced any of the following over a 2-, 4-, and/or 6- year period? o An increase in the number of employees o An increase in revenue/profitability o An expansion in services provided, physical size of the business, or number of customers/clients and received contracts through the Federal or State government
