PROJECT PURPOSE
The Judiciary is seeking to unify the various case tracking systems for the appellate courts, Court of Civil Appeals and Court of Criminal Appeals, including the development of an interface with the Supreme Court Case Management System. Key items the system will track include case status, issues pertaining to the case, filing deadlines, and the origination of the appeal. A system that has search engine capabilities to locate historical decisions and other information is vital for reporting purposes for the legislature, public disclosures, and budgeting requests.
EVIDENCE
Through a grant provided the Oklahoma Bar Foundation (OBF), a contractor was hired to perform an analysis of the different court requirements to ensure feasibility of the project. The contractor prepared a draft request for proposal for the Courts to facilitate the hiring of a programmer to perform the work. The contractor also provided an estimate of the overall project cost. In addition to requesting ARPA funds, the Courts are seeking a partial grant from the OBF for this project. The ARPA application request is net of the estimated amount to be received from the grant.
POPULATION DESCRIPTION
The court protects minorities of all types from the majority, and protects the rights of people who cannot protect themselves. They also embody notions of equal treatment and fair play for everyone. The pandemic and aftermath increase the need to protect our constitutional rights to equal protection; by providing a forum to resolve disputes and to test/enforce laws in a fair and rational manner for all. The computer infrastructure of the courts helps provide the courts the ability to do justice, to guarantee liberty, to provide for equal protection to all regardless of background and to ensure due process of law.
PERFORMANCE MEASURING
This project will be measured in four areas: 1) the collection and consolidation of data into a single SQL database, 2) the completion of a web portal to be used by each of the courts, 3) detailed documentation of the user interfaces and interactions, including testing, and 4) training and implementation into the production environment.
