PROJECT PURPOSE

The City of Norman does not currently own and operate a vehicle wash facility. The City maintains approximately 900 units, of which 500 are on-road equipment, including a transit fleet that needs routine cleaning. If the City were to operate a vehicle wash facility, units would be cleaned and sanitized regularly.

EVIDENCE

It has been shown that frequent use of a car wash protects the vehicle's paint, improves fuel efficiency, and gives a sense of pride and well-being to the public and operators. Protecting cars from dirt, debris, salt, etc., will improve the life expectancy of the vehicle, which will save the City and its taxpayers money.


POPULATION DESCRIPTION

The City Wash Facility will benefit the community of Norman by saving City funds and keeping the vehicles cleaner and sanitized, avoiding possible debris being dropped throughout the City streets. The Wash Facility for City vehicles is very beneficial to employees allowing them to clean their City vehicles. Employees cleaning their City Vehicles will save dollars spent contracting wash services. The practice of keeping a clean vehicle will also help in the prevention of viruses, including the COVID-19, which will help the City of Norman be a healthier and more sanitized community.

PERFORMANCE MEASURING

A project schedule will be submitted in a City-issued Request for Proposal (RFP). Bidders will be expected to follow the project schedule precisely and provide weekly updates until construction is complete. The Fleet Wash Facility card reader will be connected to current City vehicle management software that captures the cost per wash, frequency of wash, number of washes daily or weekly. Once historical data is collected after one year, the City will have the ability to measure the frequency of washes, gallons of stormwater runoff, and debris diverted to a centralized sump.
