PROJECT PURPOSE

The Nowata Municipal Authority (NMA) Water Treatment Plant (WTP) treats raw water from the Verdigris River. EPA has classified the water supply as Bin 2 based on the the concentration of cryptosporidium found in the source water. The classification requires the WTP to provide additional treatment to remove/inactivate the cryptosporidium. To meet the criteria, NMA must run the plant at 50% capacity. Due to the high quality water NMA produces, a rural water district would like to purchase water from NMA which will double daily production. To meet their demand and meet future needs, a plant upgrade is needed.

EVIDENCE

NMA plans to use ultraviolet disinfection which is proven to inactivate cryptosporidium. Prior to installation, the manufacturer providing the UV units must submit validation testing which indicates inactivation as required to meet EPA's rules. The unit installed will contain several methods to measure instantaneous flow, UV intensity and clarity of water to ensure treatment goals. If, at any time, the process fails the water will be sent to the from to f the plant for treatment.


POPULATION DESCRIPTION

Ingestion of water high in cryptosporidium can cause digestive disorders and those who are immune compromised can die from Cryptosporidiosis. In addition, the rural water district wanting to purchase from Nowata has indicated the system they currently buy water from is unreliable and has left the district with no water for prolonged periods. Purchasing water from Nowata will provide the system with a continuous supply of water. The purchase system will continue to purchase water from their current system on an as-needed basis.

PERFORMANCE MEASURING

The project will require plans and specifications submitted an approved by DEQ. We will then bid the project in accordance with the State Competitive Bidding Act which will include a schedule for completion. It is anticipated the project will take 12 months once bid. Additional funds required to finance the project will be provided by the City or a combination of City and DWSRF funds. The project manager will be the City's engineer and a project schedule will be submitted by the contractor as to sequence of events required to complete the project. The City's engineer will provide management throughout the project as well as inspection. Pay requests will not be release until the engineer has made a site visit and concurs with the contractor on work accomplished.
