PROJECT PURPOSE

The purpose of the project will be to rehabilitate the Town of Oologah's Waste Water Treatment Plant (WWTP). The WWTP is in need of rehabilitation to meet DEQ's minimum requirements. The WWTP serves and serves a population of 1193 people. The primary purpose of the WWTP is to treat of wastewater prior too discharging into receiving stream with an effluent quality meeting their DEQ permit. The funding will be utilized for technical planning, design, and construction assistance for rehabilitation activities that will allow the town to treat water to DEQ's requirements.

EVIDENCE

The Oologah WWTP has a primary purpose of treating wastewater and discharging treated water that meets their DEQ discharge permit conditions. For this reason, the WWTP is a critical resource for the Town of Oologah. The WWTP is over 40 years old and its condition has declined over time. Repairs are now required that are beyond everyday operation and maintenance. Financial interventions are needed for Oologah to rehabilitate their WWTP.


POPULATION DESCRIPTION

The project would be to rehabilitate the Oologah WWTP, which serves the Town of Oologah. The amount CDBG and REAP funding has declined over the years making it difficult to fund a major infrastructure project. ? The pandemic has exacerbated the ability of Oologah to fund the project due to lack of tax revenue and increased costs of materials and construction.

PERFORMANCE MEASURING

The community will consult with an engineering firm and the DEQ to complete the proposed project. The project performance will be measured by the improvement in the effluent quality of the WWTP, and therefore improve the wter qulity of the receiving stream and reduce risk to downstream communities and water customers.
