PROJECT PURPOSE

The Pollard Theatre Company seeks necessary funding to repair, refurbish, and renovate its 120-year-old historic theatre and building, a project vital to preserving its capabilities to produce artistic programming and safeguard a historical institution. The stewardship and long-term preservation of Pollard Theatre are critical priorities embodying the importance of arts, culture, humanities, and historic preservation. A charitable organization, the focus of the Pollard Theatre is to develop a platform that will connect individuals to culture, build community, and enhance the local economy through positive, engaging, and impactful artistic programming. Pollard Theatre has come to afford conscious individuals an experience that enables visitors to indulge in authentic expression, representation, and connection.

The market size of the arts, entertainment, and recreation industry in the United States significantly dropped in 2020, reflecting a decrease of roughly 33%. Overall, the sector was valued at 215.28 billion U.S. dollars compared to 321.4 billion U.S dollars in 2019. The industry was forecast to recover in the following two years, with a forecast of 313.7 billion U.S. Dollars by 2024. More and more, artists and arts activities are perceived as valuable and essential contributors to an area's economy and stimulation of tourism development. During the FY2015, spending by both the City of Guthrie's nonprofit arts and cultural organizations and their audiences totaled $3.9 million. Further, in FY2018, the Pollard hosted over 25,000 patrons resulting in an estimated $1,407,000 in economic revenue for Guthrie and $23,020.90 in Oklahoma sales tax.


POPULATION DESCRIPTION

The regional and local impact of the COVID-19 crisis is highly heterogeneous, with significant implications for crisis management and policy responses. Based on the FY2015 AEP5 economic report, substantial evidence indicates the nonprofit arts and culture sector is a robust industry for Guthrie. This spending equates $1.6 million by nonprofit arts and cultural organizations, an additional $2.3 million in event-related spending by audiences, supports 79 full-time equivalent jobs, generates $1.6 million in household income to residents, and delivers $338,000 in local and state government revenue. One out of every 4.7 residents of Guthrie lives in poverty, resulting in a 21.1% poverty rate. Annually, Pollard Theatre provides student matinees and opportunities for local children to participate and experience theatre. Research indicates Art can help impoverished children increase their college chances and obtain employment by developing fundamental cognitive capacities.

PERFORMANCE MEASURING

Measurement and evaluation methods will include establishing the baseline financial report to map the project control process and ongoing qualitative and quantitative performance measurements, including balancing one-time capital costs and ongoing operational savings. Project management will evaluate project time (schedule) performance against the project WBS. Further, an EVM system will allow quarterly evaluations for various KPI's and systemic financial reports for stakeholders and accountability of funding.
