PROJECT PURPOSE

COVID-19 Impact on OSBI Revenue: The Oklahoma State Bureau of Investigation (OSBI) revenue was severely impacted by the pandemic due to its reliance on revolving funds. When using the formula from the America Rescue Plan Act for calculating lost revenue, the OSBI lost $5,217,996.43 to date. Obviously this has impacted our ability to move the agency forward. Laboratory Information Management System (LIMS) Program Replacement Project Description: The OSBI Laboratory implemented a Laboratory Information Management System (LIMS) in 2008. This system is vital to the OSBI laboratory as it hold all requests for analysis, chain of custody, laboratory instrumental data, lab case notes, and OSBI Lab reports. The system chosen was the BEAST developed by Porter Lee Corporation. Technology has improved greatly since 2008 leaving the version of BEAST in use antiquated. The proposed project would strengthen the OSBI infrastructure by upgrading the current BEAST system to a next generation LIMS application that is compatible with the existing BEAST system. The new LIMS utilizes the existing database and incorporates all the existing features and functions on which the OSBI Lab relies plus adds a modern user interface. By using the existing database, no conversion of data has to take place, eliminating the concern of data being lost. In addition to upgrading the LIMS software, new hardware will be purchased to ensure the platform is running under optimal conditions with adequate storage for years to come. The current LIMS system has a web portal for law enforcement officers and prosecutors to search for cases submitted to the laboratory and retrieve completed forensic laboratory reports. This website was developed for Internet Explorer, which is no longer supported by Microsoft. Improved searching and account management in the new version of the website will provide a more efficient way for officers to obtain lab reports. Another improved feature of the upgrade web portal will be WebPreLog. WebPreLog allows customers to enter information about their case and the type of analysis needed on the web portal. While they will still have to deliver the evidence to the laboratory, the amount of time officers spend at the OSBI facility would be reduced. Additionally the new version would provide notifications of conditions that need attention which can be directed to specific groups as needed. Dashboards will allow quicker and easier access to key performance indicators relevant to analysis conducted by the OSBI forensic laboratory.

The LIMS system serves OSBI Criminalists, State, Local, Federal and Tribal law enforcement agencies, courts and prosecutors throughout the state of Oklahoma. This system improves the efficiency in which evidence from criminal investigations is managed and reported. Therefore, it benefits all citizens of Oklahoma.

OSBI receives federal funding from the US Department of Justice, National Institute of Justice, State Office of Homeland Security and the Oklahoma District Attorney's Council. This funding supports OSBI law enforcement efforts in the areas of; Internet Crimes Against Children, Crime Reporting, Statistical Analysis, improved criminal history reporting, Forensic Science improvement and backlog reduction
