PROJECT PURPOSE
The project includes the construction of a land application wastewater system for the Town of Chelsea. This project includes the construction of 11,000 feet of a 4" and 6" PVC pipe and a multiple pivot system, sludge removal and flow repurposing from the existing lagoons, and new head works, including new grinder pumps. This will finally allow the Town of Chelsea to eliminate the consent order handed down by Oklahoma Department of Environmental Quality over two decades.
EVIDENCE
The Town of Chelsea's wastewater engineer Steve Powell from Infrastructure Solutions Group, LLC, formerly known as Mehlburger Brawley, has prepared studies that conclude a land application system is the most cost-effective solution that will allow the Town of Chelsea to meet the discharge requirements mandated by ODEQ concerning discharge into Pryor Creek tributary.
POPULATION DESCRIPTION
The Town of Chelsea, like many other communities in Oklahoma, were affected by health scares and sickness, and of course many the inability to work at their current jobs or find new work. The Town of Chelsea already exceeds the 25% poverty rate (Chelsea is over 40%) concerning the last low- to - moderate (LMI) survey. This state of Oklahoma's funding will ensure the Chelsea customers will continue to save money on their sewer billing when the Town of Chelsea does not have to borrow additional funding to complete the consent ordered wastewater project and won't be required to raise customer rates.
PERFORMANCE MEASURING
The Town of Chelsea's Town Administrator and his Administrative Assistant will solely be handling all expense, bidding, and project documentation to ensure the project is completed based on the State of Oklahoma's and the Federal Government's rules and regulations.
