PROJECT PURPOSE

The purpose of this project is to replace deteriorated and failing water mains and valves within the City of Guthrie. Some of the water mains are undersized for current demand which results in reduced pressure and many of the system?s shutoff valves are no longer functional, thus requiring the City to shut down its entire water system on occasion to repair leaks on major lines. The project includes replacement of approximately 7,090 LF of water mains involving multiple locations within the water system. By replacing the waterlines the overall looping capabilities of the entire system will be improved. The City of Guthrie has approximately 293,000 linear ft. (55.49 miles) of water mains that were installed prior to 1975. While the water is safe to drink, many of these water mains have substantial sediment buildup of minerals that when stirred up from leaks, etc., can create odor, color & taste issues for local residents and businesses. Due to lack of funding capacity, since 1995 the City has only been able to replace approximately 13,000 ft. (2.5 Miles) of water mains, or roughly 4.5% of the pre-1975 water distribution system.

POPULATION DESCRIPTION

Replacement of water mains will reduce interruption of service and intrinsically provide consistent quality water service to healthcare facilities, testing facilities, and the general public. Continuity of water service would also reduce the inconvenience to a population already dealing with the uncertainty of the economy, personal finances, health, family, and employment as the pandemic continues.

PERFORMANCE MEASURING

We will measure project performance from the number of miles of antiquated water lines and dysfunctional valves replaced. We will continue to evaluate water loss reports on a monthly basis with a focus on reducing the amount of water loss due to fewer water main breaks and the installation of working valves. We will continue to review and compare employee overtime costs, number of call-outs, and work orders due to the reduction in water main breaks. We will provide documentation of improvements to achieve an improved Insurance Services Office Public Protection Classification (impacts residential and commercial fire insurance rates).
