PROJECT PURPOSE

The construction of a 88'x12' steel clear well for the Town of Chelsea's water filter plant. ere. This will allow the Town of Chelsea to become compliant with Oklahoma Department of Environmental Quality's rule to have twenty four (24) hour holding redundancy for potable water. Currently the Chelsea Water Filter Plant runds about 10-12 hour retention based upon seasonal conditions for the one clear well that is currently in operation (the concrete clear well built in 1989 was unable to be saved and repaired so it had to be demolished) Currently, the Chelsea Water Filter Plant only has one clear well with holding capacity of 362,000 gallons. This money $974,600.00 will allow Chelsea to construct a new steel clear well tank (88'x12' and holding capacity of 545,000 gallons prevent water outages (two complete water outages in the last two years) and allow for fire protection for the Town of Chelsea residents (approximately 1150 customers) and the other two districts that are supplied by the Town of Chelsea, the Consolidated Rural Water #1 in Nowata County (approximately 650 customers), and Mayes County #5 Water District (approximately 1200 customers). The engineering has already been completed and the project is approved through ODEQ and is shovel ready.

EVIDENCE

The Town of Chelsea's engineer Valerie Rogers, P.E., report states the construction of the new steel clear well is not only substantiated because of ODEQ's regulations but will solve any future water outages because of water holding redundancy during high usage periods or times of cleaning/ maintenance on the lone clear well.


POPULATION DESCRIPTION

The Town of Chelsea not only supplies drinking water to the approximate 3000 individuals and businesses, it also supplies water to the Consolidated Rural Water District #1 in Nowata (approximately 1500 individuals) and is a backup water supplier to the Mayes County #5 District (approximately 3000 individuals). These communities were obviously impacted the same as many other Oklahomans and surely many have continued to stay home to work when available. The Town of Chelsea and the Town of New Alluwe residents and the surrounding county areas will continue to have higher than state average percentages of low/moderate income citizens.

PERFORMANCE MEASURING

The Town of Chelsea's Town Administrator and his Administrative Assistant will solely be handling all expense, bidding, and project documentation to ensure the project is completed based on the State of Oklahoma's and the Federal Government's rules and regulations.
