PROJECT PURPOSE

This project would allow us to provide sanitary sewer to areas of our city not currently served and alleviate a bottleneck in our sanitary sewer collection system. Lack of access to sewer service to areas currently served by outdated septic systems is a detriment to public health. Providing sewer service to these areas would also facilitate affordable housing construction filling a need for families displaced from their homes by the economic effects of the pandemic. In our current system 80% of our sewer flow passes through a single lift station. Constructing a new lift station on the south side of US 64 would allow us to divert a significant amount of sewer flow from our commercial district away from this station. This change would extend the longevity of the current pump station, provide sewer to low income residents not currently served, and reduce maintenance costs.

EVIDENCE

The Town of Roland currently has areas inside our town limits, as shown on our latest Capital Improvement Plan maps, with no access to sewer service. These areas contain residential neighborhoods served by septic.


POPULATION DESCRIPTION

The Town of Roland contains a disproportionate number of citizens at or below the poverty level. Many of these citizens work in local businesses that serve travelers on Interstate 40. With the decreased traffic leading to a major decrease in business many of these businesses were forced to layoff employees. As a result a rate increase to fund sewer expansion in these areas is not feasible and would only exacerbate the current financial issues facing a significant portion of our citizenry.

PERFORMANCE MEASURING

Performance would be measured by new connections to City Sewer Service in the areas for construction. An address based report of new sewer taps will be compiled from our utility software.
