PROJECT PURPOSE

Installation of automatic meter readers.

EVIDENCE

This improvement would enable the Town of Paoli to spend less time reading meters, allowing the employee who does this job to assist the city in other areas. The town has very few employees and it is difficult to provide emergency services with limited personnel.

POPULATION DESCRIPTION

The Town of Paoli has an aging population with substantial economic struggles due to both Covid and economic and job conditions within this rural area. Due to the size of the town, sales tax and utility bills make up the bulk of the revenue for the city, and based on the income of the population it is difficult to increase utility rates. There are few businesses to collect sales tax on and due to the low population, it is difficult for a business to start.

PERFORMANCE MEASURING

The Town of Paoli would hire an engineer to begin the process. The bidding process for the project would begin and would include the contractors submitting timetables for completion status. The contractor would be paid based on completion of work performed at the different specified completion percentages.
