PROJECT PURPOSE

The Healdton wastewater facility was constructed circa 1976 as a two-cell extended aeration type process with a peak daily flow of 0.50 MGD. Items of concern with the facility: The electrical system is failing. 1. The raw lift station consists of a wet well with dry pit pumps located on the third-floor basement of the laboratory building. (The pump station can leak sewer gas into the dry pit area which could prove deadly to system operators). 2. The sludge/scum pumps are located on second floor basement in the laboratory building. The pumps produce sewer gas which can be deadly to the staff. 3. The aeration basins are equipped with outlet boxes with walkways effluent transfer to final clarifiers. These walkways must be replaced with safe and adequate walkways. 4. The existing sludge drying/handling system is inadequate. Additional drying beds must be constructed to provide sufficient area for drying The proposed project consists of: a. New electrical/ SCADA system b. Retrofit the Raw Sewage Lift Station c. Construct a New Sludge and Scum Return/Waste Pump Station d. Retrofitting the walkways in the aerobic digesters e. Construct Additional Sludge Drying Beds

POPULATION DESCRIPTION

We have more than 51% of our population that would be considered below adjusted median poverty line. Healdton is above the state average for residents with income below the poverty level. This piece of infrastructure is essential to every citizen, household, and business in the area. Without this facility all water and sewer services would not be able to operate. Our town has experience business closing due to the pandemic. Many businesses are still operating on reduced hours due to lack of employees and low employees rehire rates after the pandemic. With the cost of living increasing our residents will not be able to afford a sewer rate increase to recover the cost of rehabilitating this facility. Many of our residents are older and their incomes are fixed. Some residents have experienced health issues from Covid that has changed their ability to work.

PERFORMANCE MEASURING

We will be using DEQ required forms for daily monitoring and monthly reporting of data. We will also use the new equipments standards of operation to determine the effectiveness of the rehabilitation project.
