PROJECT PURPOSE

The city of Hartshorne is currently under DEQ consent order for sewer. We are currently replacing some sewer lines and manholes with CDBG however, we lack funding to make the remaining sewer improvements. Our project request includes Sewer Line TV Inspections, Manhole Inspections, Replacement of sewer line and mahnholes. These improvements would ultimately improve our sewer system and meet the needs to remove the consent order.

EVIDENCE

City of Hartshorne is under OKDEQ Consent Order 14-140. The proposed project will assist with meeting the needs of the consent order.


POPULATION DESCRIPTION

This will benefit residents of the City of Hartshorne. Hartshorne has 19.6% that live below the poverty line which is higher than the national average per the census information from 2019. Hartshorne was deeply impacted by the pandemic, not only suffering loss of our older community, we have many community members who lost jobs, small business owners who had a loss of income, a drop in sales tax in 2020. With rising inflation from the results of the pandemic, the city budget is not able to spread as far as needed resulting in shortfalls to repair/replace infrastructure.

PERFORMANCE MEASURING

Contracted engineering firm will have a field rep on-site during work to assess performance and accuracy of work, monthly pay applications will be approved by city council that will relay current status of work and % of work complete
