PROJECT PURPOSE

Encourage economic development and tourism within Sapulpa and along Route 66. Enhance public community amenities and create safe/healthy pandemic era destinations for out-of-town travelers and local families. Provide a public development that connects and compliments additional private sector developments along Sapulpa's Historic Route 66 corridor.

EVIDENCE

Sapulpa?s businesses, and community suffered many negative impacts during Coronavirus Pandemic. ODOT traffic counts, tourism and economic activity along Sapulpa's Route 66 corridor significantly decreased, resulting in closure of local businesses. Sapulpa intends to counteract adverse economic impacts by creating a public amenity that draws national and international patronage and creates a sustainable source of economic revenue for both public and private entities. A study conducted by Rutgers, University of New Jersey in 2011, extensively details the historic preservation, economic development, tourism, and transportation along Route 66. This study supports the City of Sapulpa's claim that investment in its Route 66 corridor will result in added income revenue and growth for the immediate and surrounding areas.


POPULATION DESCRIPTION

Creek County has a total population of 71,522 with 15.2% living below the poverty rate and over 10% of the Creek County population is enrolled as American Indian. The City of Sapulpa believes investment in the area's Route 66 infrastructure, development and tourism, will result in the improved income and economic opportunities for these historically underserved populations.

PERFORMANCE MEASURING

The City of Sapulpa has hired a Project Management Consultant to oversee the design, construction, and administration for the Route66 public park. The Project-Management consultant, along with City of Sapulpa and its established oversight committees, shall produce interim reports that outline ARPA fund allocations, as well as associated project development costs, scheduling, and construction progress. Upon construction completion, the City shall engage a management consultant to perform economic impact studies and reporting for the improved development along Sapulpa's Route 66 corridor.

The above 1,640,113.05 was Cares Act Funding. We have also received 50% of the allocated NEU funds in the amount of $1,858,157.94. The Sapulpa Fire Dept received an Assistance to Firefighters grant from Homeland Security in 2021 for $369,000 but it was not Covid related.
