PROJECT PURPOSE

Extension of Sewer Lines going west along Route 66 would enable new tourism developments access to sewer, encourage new development of single family homes already in the planning document stage, tie on existing homeowners and business, as well as enticement for new development for business that Sapulpa desperately needs such as a hotel. A half mile of our tourism corridor does not have access to a sewer line, including the renovation of the Tee Pee Drive-in and B&B.

EVIDENCE

Sapulpa?s businesses, and community suffered many negative impacts during Coronavirus Pandemic. ODOT traffic counts, tourism and economic activity along Sapulpa's Route 66 corridor significantly decreased, resulting in closure of local businesses. Sapulpa intends to counteract adverse economic impacts by creating a public amenity that draws national and international patronage and creates a sustainable source of economic revenue for both public and private entities. A study conducted by Rutgers, University of New Jersey in 2011, extensively details the historic preservation, economic development, tourism, and transportation along Route 66. This study supports the City of Sapulpa's claim that investment in its Route 66 corridor will result in added income revenue and growth for the immediate and surrounding areas.


POPULATION DESCRIPTION

Creek County has a total population of 71,522 with 15.2% living below the poverty rate and over 10% of the Creek County population is enrolled as American Indian. The City of Sapulpa believes investment in the area's Route 66 infrastructure, development and tourism, will result in the improved income and economic opportunities for these historically underserved populations.

PERFORMANCE MEASURING

Sapulpa has already engaged with Tetra Tech to design this project and will further contract for oversight of construction. Tetra Tech provides weekly detailed reports of the project and status of any issues or problems. We will be able to track and monitor new customers who tie onto the line, as well as securing and upgrading an existing line that services Wal-Mart , other businesses, and several hundred existing homes from a line close to full capacity to a larger capacity line that will connect into the new line going west on Highway 66.

FEDERAL GRANT DESCRIPTION

NEU funds $1,858.94 for Phase 1 (50% of allocated amount) used to design and construction of sewer line improvements, including rehabilitation of 37,600 linear feet of pipe and 191 manholes. Phase 2 will complete the project with the remaining 50% of allocated funds.
