PROJECT PURPOSE
The objective of this proposal is to request funding for Business Continuity functions. A Disaster Recovery plan and site is imperative in regaining functionality to the Court?s computer infrastructure after events like a natural disaster, cyber-attack, or business disruptions related to the COVID-19 pandemic. This would include systems such as the Court?s case management, e-Citations, jury management, credit card processing, remote court hearing process, etc. in conjunction with data exchanges with external business sources such as Tyler Technologies, KellPro, Oklahoma Highway Patrol, and District Attorney?s Council. The goal is to ensure the Judges and Court Clerks are able to provide the county courthouses with consistent and reliable data access for its employees and the constituents of the seventy-seven counties within Oklahoma. This proposal encompasses the additional hardware and services needed to provide a redundant, highly available network and data infrastructure.
EVIDENCE
This project is already in phase IV, but the lack of resources has delayed progress. The COVID-19 pandemic of 2020 created a loss of revenue that has no short-term recovery period. The pandemic also required unforeseen purchases of equipment which depleted funds that would have been used for this project.
POPULATION DESCRIPTION
The court protects minorities of all types from the majority, and protects the rights of people who cannot protect themselves. They also embody notions of equal treatment and fair play for everyone. The pandemic and aftermath increase the need to protect our constitutional rights to equal protection; by providing a forum to resolve disputes and to test/enforce laws in a fair and rational manner for all. The computer infrastructure of the courts helps provide the courts the ability to do justice, to guarantee liberty, to provide for equal protection to all regardless of background and to ensure due process of law.
PERFORMANCE MEASURING
? Phase I, II, and III Completed o Acquire data center type facilities. o Install network and server infrastructure. Measurement of success - ability to perform successful daily backups of data from primary data center to backup datacenter. ? Phase IV, V, VI, VII, & VIII o Upgrade network circuit and storage. o Install storage in the primary data center to support data replication. o Perform infrastructure testing of replication and network. o Migrate applications to secondary facility for testing and activation. Measured by completion of all phases and successful business continuity testing on an annual basis.
