PROJECT PURPOSE
The proposed project will allow for the upgrade of an existing force main to increase the reliability of the sewer system for the citizens of the City of Owasso. The current 117th Street Lift Station and Force Main was built in 1975. The lift station pumps a large portion of the City?s sanitary sewer system on the east side of U.S. Highway 169. The force main is a pressure pipe that receives the pumped sewer from the lift station and heads due west under U.S. Highway 169 over to the treatment plant. The lift station was upgraded in 2012, however the force main remained as it was originally constructed as a sixteen (16)? asbestos cement (AC) pipe. As the force main has aged, the pipe material has deteriorated with corrosion and repairs and patches have been required in recent years to keep it in commission. As pipe failures are increasing, staff has concerns that the force main pipe under U.S. Highway 169 may burst to which repairs would not only be costly but very lengthy in time, creating a major obstacle with millions of gallons of sanitary sewer per day continually needing to be conveyed to the treatment plant. Currently, the engineering design is approximately 30% complete, with completion expected in October 2022; followed by construction.

POPULATION DESCRIPTION
The upgrade of the force main will benefit a large portion of the community of Owasso. If the current pipe located under US Highway 169 bursts, many citizens and businesses will be impacted. Traffic would be slowed, potentially causing businesses, many of which were impacted by the pandemic, to suffer.
PERFORMANCE MEASURING
The measure of the project performance for the proposed upgrades to the force main will be an increase in the performance of the force main and a reduction in the amount of repairs needed to keep the force main functioning.
