PROJECT PURPOSE

The Project invests in capital assets designed to directly enable work, education and health awareness. Small, rural libraries in Oklahoma represent close to 90% of the state?s libraries. Champion Public Library is fulfilling a significant role in extending public services and resources to residents who find it difficult to obtain by other means. For many, the library is the only place in town to hold meetings in a free space, make copies, fax documents and access the Internet. With the rapid growth of remote work, education and health monitoring, many library visitors must use crowded public spaces to conduct meetings or complete tasks. Library staff assists visitors to gain access to health care applications that allow users to quickly retrieve their medical records, lab results and manage upcoming appointments. ARPA funds will support and safeguard the future of small libraries providing a positive impact on Oklahoma to foster a more self-sufficient population.

EVIDENCE

The need for Internet access and basic technology assistance was essential for many of our residents during the COVID-19 health crisis. With the ever-growing list of services and assistance that are only accessible through online application, the Library will continue to play a vital role in bridging the digital divide. The lack of public meeting space in the Champion Public Library has been intensified by the public health emergency. According to the NEA?s Digital Equity report released in September 2020, an estimated 35% of Oklahoma students are without access to both broadband and a computer. On a national level, Oklahoma ranks 46th in the percentage of students with both Internet and a device. As the primary location in the community providing free broadband Internet and devices, the Library can help bridge that gap for students, employees, and individuals monitoring their health.


POPULATION DESCRIPTION

The population of Carter County is 48,111 according to the 2019 US Census and there are 24,821 residents of Ardmore, OK. While there is limited public transportation for the older population, there is no regular public transportation, again presenting hardships to those needing it. The poverty level in Ardmore is over 18% and over 20% of the population under the age of 65 are without health insurance. The Native American racial composition is 7.22%. So many in this vulnerable population, rely heavily on the library for a variety of services to succeed in society.

PERFORMANCE MEASURING

The Southern Oklahoma Library System has several methods in place to measure project performance. First, statistics will be collected on library door count, meeting room use, Internet connections and program attendance. Because the libraries? Wi-Fi is available 24/7 these statistics can be gathered even after hours as many people continue to use the Internet from the parking lot when the library is closed. Additionally, digital resource use will be collected and documented monthly. Community surveys will be conducted to get input as well.
