PROJECT PURPOSE

This proposed project would improve the stormwater drainage in the Hale Acres subdivision by upgrading the existing stormwater drainage channel. The neighborhood has experienced flooding between houses and along the streets because of inadequate drainage facilities in the original design which results in property owners receiving stormwater into their homes during a 5-year storm event or larger (see image attachments). Per the stormwater master plan, the recommended plan for Hale Acres is to capture the 10-year flow from the easterly tributary and carry it along the back-lot lines between E 112th St N and E 112th Pl N in a concrete-lined ditch until it combines with the westerly tributary. The combined flow will then proceed west and south towards E 112th St N, crossing between 10609 and 10801 E 112th St N. The flow will be carried in a trapezoidal channel with a concrete bottom south and southwesterly to the west property line of Meadowcrest subdivision. At that time, the flow will exit the property to the west.

POPULATION DESCRIPTION

The Hale Acres subdivision is considered a low income area through the Community Development Block Grant (CDBG). The subdivision has been qualified though a door to door survey for the use of CDBG funds. This population has been disproportionally impacted by the COVID pandemic. An improvement in this area will increase the living conditions in the low income area. A reduction in the flooding in the area will likely increase property values, which will benefit those living in the area.

PERFORMANCE MEASURING

The measure of performance for this project would be a decrease in the level of flooding in the area. Once the stormwater is draining properly, a reduction in the amount of flooding will be noticeable.
