PROJECT PURPOSE
The City of Muskogee, in partnership with Muskogee County, is requesting assistance with funding to make improvements to the city?s Water Treatment Plant. The plant, located at 3500 Port Place, services 55,000 residents throughout Muskogee County area and treats an average of 17,686,000 gallons of water per day. Improvements are needed to the pump, SCADA and generator. The SCADA system controls communications within the water distribution system, which controls the pumps for distribution of the city?s water. The generator provides backup power in case of power outages. All of these existing components are at the end of their life cycle, making an outage increasingly likely with each passing year. Thus it is urgent that these components be rehabilitated to continue to meet the demands of our municipalities for clean drinking water. Revenue impact: We cannot determine a specific revenue amount at this time but the project will generate greater water treatment capacity in the region, and therefore higher water distribution revenue for the City.
EVIDENCE
Descriptions from our 2017 Water Distribution System Model Report validate the proposed interventions by illustrating the vital role the proposed systems play in the water system. Muskogee?s water distribution system primarily receives its pressure from the high service pumps at the water treatment plant. The supervisory control and data acquisition (SCADA) system (the brain of a water supply and distribution system) at the water treatment plant maintains and provides assistance to the MMA for controlling tower levels, pump operation and providing operators with real time system operations data. If these systems failed, much of the county could lose water service.
POPULATION DESCRIPTION
Muskogee is the county seat and the largest city in Muskogee County with 36,878 residents (2020 Census). It is a regional hub city with residents from six surrounding counties traveling to Muskogee daily for employment, services, and entertainment. The improvements requested in our water treatment plant project are essential as it is the only source of water for 55,000 residents in seven rural water districts, four towns, including the historic black community of Taft, and two state prisons, in addition to the City of Muskogee. Vulnerable populations include 17.1% of residents over age 65 and 24.4% of residents under age 18. Further, 21.1% are in poverty including29.4% of children under 18. Muskogee County has a high percentage of minority residents with 59.9% of its residents White; 10.9% Black; 19.7% American Indian; 8.8% two or more races; and 6.6% Hispanic. Minority populations in general have been disproportionately impacted by the pandemic due to decreased access to health services. The opportunity to assess and improve this raw water line will better serve current residents who are now adversely affected by our inability to address these issues due to financial limitations. Moreover, the remediation of identified problems will further promote economic development and provide stability to our community.
