PROJECT PURPOSE

ACCESS CONTROL AND CCTV ENHANCEMENT AND MODERNIZATION Overview: The current access control and surveillance systems utilized within the State Capitol Complex are inadequate to mitigate the risks facing State government today. Both systems are antiquated, were installed on a piecemeal basis without any thought to standardization, have not been centrally managed, and continue to exhibit high levels of instability and failure. As a result of several societal factors, the security risks facing State government continue to increase and evolve. Coupled with the reality of a greatly reduced Law Enforcement presence within the Capitol Complex, the level of vulnerability has never been higher. By modernizing and enhancing our physical security systems, we can utilize technology to mitigate these increased risks. Objective: The replacement of legacy systems with the Symmetry Access Control system and the Complete View VMS system on an enterprise level to bring standardization and increased risk mitigation capabilities and decreased service costs to the State. Symmetry Access Control and Complete View VMS will provide OMES Cyber Command with the following capabilities: Strengthen our physical security posture within the Capitol Complex Close network vulnerabilities within legacy systems Enhance Law Enforcement and Security efforts Enhanced access control to government/critical infrastructure facilities Enhanced surveillance ability to detect criminal or suspicious activity Allow systems to be utilized in a prevention capacity Remedy system outages and stability issues on old systems Establish a centrally managed platform to facilitate coordinated security and Law Enforcement efforts Create system redundancy/resiliency System-wide threat management at enterprise level One database with multiple users and customizable permissions Next Steps: System replacements will be conducted one facility at a time to minimize disruptions. Necessary materials will be pre-staged at locations prior to start to minimize installation time as much as possible. Capitol building system replacement will be completed last to ensure any problems are discovered and remedied first. Troop R control room in the Emergency Operations Center (EOC) will be upgraded to a Security Operations Center (SOC) with ability to monitors systems enterprise-wide. Project Costs: $1,244,507 for CCTV systems replacement $1,019,907 for Access Control systems replacement $2,264,414 total request

EVIDENCE

Current legacy security systems in multiple State facilities within the Capitol complex are failing, requiring continued expenditure of taxpayer money to maintain old systems and lowering the level of protection provided to State employees, infrastructure, and the public. Modernizing these systems will reduce maintenance costs and increase the security of these assets.


POPULATION DESCRIPTION

Would improve the physical security posture at the State Capitol and surrounding facilities, thus better protecting State employees, critical infrastructure, and citizens.

Necessary materials will be pre-staged at locations prior to start to minimize installation time as much as possible. Capitol building system replacement will be completed last to ensure any problems are discovered and remedied first.
