PROJECT PURPOSE
The purpose of this program is to increase air quality by replacing vehicles that emit harmful exhaust emissions with low emissions Hybrids. Twenty-two unleaded police patrol units that idle excessively and have poor fuel mileage will be replaced with fuel-efficient Hybrids that will only idle when battery charging is necessary. In addition, Fourteen unleaded pickup trucks with poor fuel mileage will be replaced by fuel-efficient Hybrid pickups that will also only idle when battery charging. All of these units are backlogged for replacements because of a lack of current funding.

President Biden has united automakers and autoworkers to drive American leadership forward on cleaner vehicles. He has set a target of 50% electric (EV) sale shares in the U.S. by 2023. Cleveland County and Norman, Oklahoma continue to be an Ozone nonattainment areas. Adding more Hybrid technology will improve air and water quality.
POPULATION DESCRIPTION
The City of Norman Community has experienced extended service life of Fleet vehicles due to acquisition delays by automobile manufacturers. This has increased the overall total cost of ownership to safely keep older cars on the road while also diminishing reliable vehicles available to provide essential services to the community. During the Pandemic, preventative maintenance (PM) services were delayed due to available personnel. A basic PM service catches minor problems that can be corrected before they become more significant problems or safety issues. A significant supply chain issue has also impacted the community. Vehicle repair parts were and still are delayed affecting the turnaround time of repairs for all city units, including Public Safety vehicles that provide emergency support.
PERFORMANCE MEASURING
Using the current fleet software, the City will be able to track the fuel usage of the new vehicles then compare that with historical fuel usage for the replaced units.
