PROJECT PURPOSE

This project would provide funding to assist the City of Guthrie in constructing infrastructure to make our 80 acre site into a "shovel ready" industrial park and meet the Oklahoma Dept. of Commerce Site Ready Program Certification program. This property was purchased by the City of Guthrie in 2000 in order to expand its industrial base. Currently, the site lacks the necessary infrastructure to adequately recruit. This lack of infrastructure has inhibited the city?s ability to recruit industry to our area. There is a lack of intermediate to large size industrial properties within the greater Oklahoma City region. Shovel-ready sites with infrastructure in place are rare throughout the OKC metro area. This site is well-situated, close to Interstate 35 with access to the State Highway 33 and Interstate 35 interchange. This would enhance employee and truck traffic?s ability to access the site. The site?s location also offers several advantages for companies in accessing the entire workforce of the OKC metro area when looking to hire employees. These funds would allow for utilities, dirt work, paving, curb/guttering and drainage at the site. With the recent pandemic, and subsequent economic downturn, this would allow the city to move forward on this project.

POPULATION DESCRIPTION

Logan County has been devastatingly impacted by the COVID-19 pandemic. Many businesses have been forced to downsize, or even shut their doors. Subsequently, many workers within the area have had work hours cut, pay decreased or, in some cases, completely let go from their jobs. The negative economic impact on the county is readily apparent by the number of closed businesses, reduced operating hours and available properties for sale. This has had an impact on the work force and local economy, as well as the ad valorem tax base for Logan County, Guthrie School District and Meridian Technology Center District.

PERFORMANCE MEASURING

The City of Guthrie would establish the following performance objectives: -Number of full time jobs created -Annual payroll generated -Increase tax base for Guthrie Public School District, Meridian Technology District and Logan County This data would be collected from the Logan County Assessor's Office, as well as industries located at the site.
