PROJECT PURPOSE

The purpose of this program is to increase air quality by replacing vehicles that emit harmful exhaust emissions with zero and low emission electric vehicles. Over the next three years, 43 unleaded and diesel vehicles that idle excessively and have poor fuel mileage will be replaced with zero and low-emission electric vehicles and hybrids. All of these units are backlogged for replacements due to limited capital funding.

EVIDENCE

President Biden has united automakers and autoworkers to drive American leadership forward on cleaner vehicles. He has set a target of 50% electric (EV) sale shares in the U.S. by 2023. Cleveland County and Norman, Oklahoma continue to be an Ozone nonattainment areas. The adding of more EV technology will improve air and water quality.

POPULATION DESCRIPTION

The City of Norman Community has experienced extended service life of Fleet vehicles due to acquisition delays by automobile manufacturers. This has increased the overall total cost of ownership to safely keep older cars on the road while also diminishing reliable vehicles available to provide essential services to the community. During the Pandemic, preventative maintenance (PM) services were delayed due to available personnel. A basic PM service catches minor problems that can be corrected before they become more significant problems or safety issues. A significant supply chain issue has also impacted the community. Vehicle repair parts were and still are delayed affecting the turnaround time of repairs for all City units, including Public Safety vehicles that provide emergency support.

PERFORMANCE MEASURING

Using current fleet software, the City of Norman will be able to track fuel usage of the new vehicles then compare that with historical fuel usage for the replaced units.
