PROJECT PURPOSE

The purpose of the project will be to rehabilitate Guthrie Dam. The dam is in poor condition and serves a population of 18,832. The primary purpose of this dam is Water Supply. The project will reduce the dam?s risk of failure.

EVIDENCE

Guthrie Dam has a primary purpose of water supply and secondary purposes of flood control and recreation. For this reason, Guthrie Dam is a critical resource for the city of Guthrie and unincorporated areas in Logan County. Guthrie Dam is 103 years old, and its condition has declined over time. Repairs are now required that are beyond everyday operation and maintenance. Financial interventions are needed for the city of Guthrie to rehabilitate Guthrie Dam.


POPULATION DESCRIPTION

The project would be to rehabilitate Guthrie Dam, which serves the city of Guthrie and the city?s water treatment facility. The water treatment facility serves public water supply systems including Guthrie, Logan County Rural Water District No. 1, Coyle, and Langston University. Guthrie currently has existing debt due to recent upgrades at the Water Treatment and Wastewater Treatment Plants. The city?s current debt, limited ability to finance projects through traditional loan programs, and the loss of tax revenues from closed business associated with the pandemic has exacerbated the financial ability of the City to repair the Guthrie Dam.

PERFORMANCE MEASURING

The community will consult with an engineering firm and the OWRB to complete the proposed project. The project performance will be measured by the improvement in the condition rating of the dam, and therefore the reduction of risk to downstream communities and water customers.
