PROJECT PURPOSE

As the most cost-effective technology center in Oklahoma, ICTC is committed to an LPN Expansion Project that includes designs for a Health Care Training Facility at a new Wagoner County Campus. The training facility would focus on meeting the growing demand for Licensed Practical Nurses in Muskogee, Wagoner, and Tulsa County area. Wagoner County, Oklahoma?s fastest growing county, does not currently have an LPN Program or Technology Center Campus. Preliminary plans have been completed and the project is shovel ready if funding is secured. The purpose of the project is to address the growing shortage of nurses in the state of Oklahoma. The LPN program will graduate 20 to 24 students each year and will have an immediate impact in the communities in and around the Wagoner County Campus. The facility will be 7,500 square feet and the purpose of the project includes three phases. Phase 1 is to fund the construction project. Phase 2 is to fund start-up materials, furniture, supplies, and equipment. Phase 3 is to pay for salary and benefits for two LPN instructors and one Simulation Lab Coordinator through the planning, enrollment, and start-up processes.

EVIDENCE

The Licensed Practical Nursing program is approved and or accredited every five years by the Oklahoma Department of Career and Technology Education and the Oklahoma Board of Nursing. The Board of Nursing approval process is very extensive and ensures that quality standards for training are being followed. The best evidence of providing successful LPN programs at ICTC are the graduation rates and pass rates for the NCLEX licensure exam. The most recent graduates scored an average of 88.9% on the NCLEX which exceeds both the National and Oklahoma State average. (See three years of data in supporting documents


POPULATION DESCRIPTION

The primary county being served is Wagoner. However, both Muskogee and Tulsa County communities will benefit from the additional LPN graduates of the Wagoner County Campus. All impacted communities will benefit from the quality wages, improved health care services, and revenue from taxes being generated by the improved economy. The Wagoner County demographics are skewed by the wealthier housing developments in the city of Broken Arrow which also are in Wagoner County. To provide a more accurate demographic description the city demographics for Coweta, Haskell, Porter, Okay, and Wagoner were averaged. 28.6% of the population is minority and 16.8% live below the poverty line. The ICTC communities and health care facilities were affected by the pandemic just as the rest of Oklahoma. The pandemic not only created a shortage of available hospital beds but also a shortage of nurses that were able to provide care for the excess number of patients. The shortage of available nurses to provide needed care during the pandemic definitely had a negative impact on the health care services in the ICTC communities.

PERFORMANCE MEASURING

ICTC has established a Levels of Excellence (LOE) performance-based incentive process for all departments and programs across the district. Performance measures are already in place in the areas of enrollment capacity, completion/retention, and placement in industry. An additional performance measure, Licensure and/or Certifications, will be in place beginning with the FY24 school year. In addition to basic enrollment, completion/retention, wage, and placement data submitted to the Oklahoma Department of Career and Technology Education ICTC also utilizes customized reports in its student records system to verify the rigorous program performance criteria are met.
