PROJECT PURPOSE
The City of Sand Springs is seeking to up-size a 6 inch water line to a 12 inch water line for 23000 linear feet. This project was started in order to have the proper flow rate for fire suppression and basic services for at least one manufacturing business seeking to locate from Wichita, KS to the Sand Springs Municipal Airport (Pogue Airport - KOWP). This business manufactures composite aircraft parts for medium to large business jets. The business intends to construct a manufacturing facility and installation hangers. This would also allow for future growth in an under served part of Osage County and bring new employment and housing opportunities to the area. The City of Sand Springs has already enjoined Tulsa Engineering and Planning for the construction plans and engineering on this project, so we expect this to be a shovel ready project if approved for funding by the State of Oklahoma. This project has already been discussed with the Department of Commerce and the Oklahoma Aeronautical Commission offices who have encouraged our application to further this effort to bring new Aerospace technology companies to our State. We also believe that added capacity to the area will encourage housing growth.
EVIDENCE
This project is currently in design with Tulsa Engineering and Planning and has been evaluated by the City of Sand Springs engineering staff who have confirmed the Fire Flow rates required by City, State and International code.
POPULATION DESCRIPTION
The City of Sand Springs has been highly impacted by the COVID pandemic. Statistics show that citizens in the City of Sand Springs have the highest death rate of all communities in the Tulsa metro area with a rate of 2.01. Other communities such as Jenks and Bixby have a rate of 1.05. Sand Springs has lost 109 of its citizens during the pandemic. These factors have led to a slow growth in job creation within our community and the addition of high tech jobs that will spur other growth will allow our community to help sidestep some of the negative financial impacts that have been brought on by the pandemic.
PERFORMANCE MEASURING
This project will be bid according to State statute and the Sand Springs City engineers will administer the program. City inspectors will permit and inspect the new line after receiving Oklahoma Department of Environmental Quality permits and insure standards are kept as required under the permit.
