PROJECT PURPOSE
The purpose of this project is to bring good potable water to families in our district which in turn will impact future growth for generations to come. We have a preliminary engineering report from Brown Engineering (2020) which will need updated. We plan to purchase water from the Town of Morrison which in the engineering report was an alternative consideration. Pawnee Rural Water District 7, Pawnee County has tried since 2005 to bring potable water to our district. Our district has members in Pawnee and Noble Counties, 49.28% of the families are low- and moderate-income level in the area (see income survey). Members of our district are still dependent on water well systems that are declining because of drought and poor water quality. Most rural water wells are suspectable to sediment contamination especially in farming communities like ours. There is no system O&M to date as this would be a new system. The district would hire management and operational personnel once system is funded. Please note that many grants require that you already have a working water system before you can qualify for a grant leaving small systems like PRWD7 without much hope of success.
EVIDENCE
The preliminary engineering report prepared by Brown Engineering in 2020 data showed the documented number of homes to be served by the proposed project and the need based on water quality or insufficent well production.
POPULATION DESCRIPTION
During the COVID 19 Pandemic the State of Oklahoma had a significant number of COVID outbreaks. It has been noted that residents in this area have suffered higher rates of COVID cases, most likely due to the poor quality of rural well water for hand washing.
PERFORMANCE MEASURING
The project engineer will oversee construction and provide data regarding cost and inspections. The governing body will approve pay estimates and collect paid receipts for invoices and do reporting.
