PROJECT PURPOSE

Improvements to existing sewer lines that have been in existence more than 80 years. This would include new technology and new lines and lagoon maintenance and repairs.

EVIDENCE

The age of some of the existing lines has become a crucial matter requiring expensive maintenance and repair. The citizens of Paoli are an older population and of low economic status, making water collection low. This makes repairs and maintenance and any large projects virtually impossible.


POPULATION DESCRIPTION

The Town of Paoli has an aging population with substantial economic struggles due to both Covid and economic and job conditions within this rural area. Due to the size of the town, sales tax and utility bills make up the bulk of the revenue for the city, and based on the income of the population it is difficult to increase utility rates. There are few businesses to collect sales tax on and due to the low population, it is difficult for a business to start.

PERFORMANCE MEASURING

The Town of Paoli would hire an engineer to begin the process. The bidding process for the project would begin and would include the contractors submitting timetables for completion status. The contractor would be paid based on completion of work performed at the different specified completion percentages.
