PROJECT PURPOSE

Upgrade dilapidated and aged clear well (approximately 800,000 gallons), including pumps and piping for municipal water system.

EVIDENCE

The project interventions, and project cost estimates, have been determined by Myers Engineering, a qualified engineering firm familiar with the municipality's water system. The project was identified as essential in Newkirk's Capital Improvement Plan in 2020 developed by the Northern Oklahoma Development Authority. The project was also detailed in the Newkirk Water Master Plan by Garver Engineering.


POPULATION DESCRIPTION

The City of Newkirk is a rural community with a low to moderate income population of 50.23%. Further, 19.7% of the population is considered below the poverty level, higher than the state average. The municipality also provides utilities for a tribal housing community, just to the east of the city, for Kaw Nation. The area has seen a number of impacts from the pandemic, including loss of income, loss of revenue, reduction of employment hours, educational impacts, supply chain disruptions, and increased cost of goods. The results of these increased costs and availability of materials and supplies have increased strains on the City's infrastructure.

PERFORMANCE MEASURING

Project performance will be measured using construction documents, prepared by the engineering firm, and approved by City Commission. Bidding for the project will adhere to the competitive bidding act. The engineering firm will review and inspect all phases of construction, ensuring specifications are properly followed, according to current building codes and applicable regulations. City Hall will serve as the repository for all project documents and data.
