PROJECT PURPOSE

WLMCD provides water for the cities of Comanche, Duncan, Lawton, Temple, Walters and Waurika. Several of those entities also sell water to Rural Water Districts. WLMCD is in the (very) unique position where it owns all the incoming power lines, 3 industrial size substations and power distribution lines. The power handled is 69,000 volts and 4160 volts. These lines, poles and substations are approaching 50 years old and the normal life is 30 to 40 years old. We have repaired the poles and spars, patched and filled many woodpecker holes to date. It is time to replace. Installation of this project will help to assure water supply for at least the next 50 years to SW Oklahoma.

EVIDENCE

Power pole inspection reports, transformer oil testing and refurbishment reports for all locations indicate aging poles and transformers.


POPULATION DESCRIPTION

WLMCD serves four small towns and two cities. There was unemployment in all six entities. Executing this project prevents WLMCD from having to pay for the work and then charging the cities who would then pass the cost on to the citizens.

PERFORMANCE MEASURING

All work would be done according to regulatory guidelines as soon as we know which ones. We would then engineer, bid, construct and inspect the work to assure a robust project. The engineer and construction company selected would be experienced. WLMCD manager has managed multi-million dollar projects.
