PROJECT PURPOSE
The City/NPDA currently has a contract with Choctaw PWA to treat the wastewater generated by the City/NPDA. The cost and volume have increased to a point where the City/NPDA needs to look into more economical means to treat the wastewater. An engineering review of the system recommends constructing a new wastewater treatment plant.

POPULATION DESCRIPTION
During the pandemic we experienced a significant increase in the sewer usage. This was due to families working and educating their children from home. This increase caused our monthly usage charge to almost double. To avoid increasing our sewer rates significantly we explored options and building a wastewater treatment plant would benefit our residents who are already experiencing inflation of other services, products and fuel.
PERFORMANCE MEASURING
The City/NPDA will hire an approved engineering firm to take care of the design, bidding and construction management. They will also provide Resident Project Representative to monitor the contractor as the project proceeds. The City/NPDA will be presenting all the contracts and expenditures to the Council/Board for review and approval.
