PROJECT PURPOSE
The City of Norman Fleet is behind on the replacement of approximately (8) heavy-duty units that did not make the replacement list for 2023. The Fleet Division is asking for 3.5 million dollars to upgrade our current diesel fleet to cleaner technologies. Replacing these units will improve air quality emissions and reduce Nitrogen Oxides (NOX) that can cause ?acid rain? that will affect stormwater quality along with reducing our dependency on foreign oil and will aid in cleaning up the environment, provide improved breathing air and allow for better recovery efforts for COVID victims.

The evidence and sources that can validate the project can be found on the EPA website and the manufacturer's website showing the emissions produced from each truck and then comparing those emissions with the units that are being replaced.
POPULATION DESCRIPTION
The City of Norman citizens, outdoor laborers, and those who utilize the many parks and outdoor spaces will benefit from cleaner air and stormwater quality improvement. The homeless population was impacted by the pandemic, the majority of services and organizations that were available to them were scaled down significantly during the pandemic due to volunteering shortages, funding cuts, and closures.
PERFORMANCE MEASURING
The best way to measure the performance of this project will be to compare the EPA emission ratings of the units that will be replaced with the new units that have cleaner technology and much more strict emission regulations. The newer units will be significantly cleaner than the outdated technology in the older vehicles that will be replaced. The Fleet Division could create a spreadsheet showing the difference in the environmental impact from the old units to the new units using the information provided from the Fleet Management Information System.
