PROJECT PURPOSE

Design and replacement of Franklin Road bridge NBI:09991. This bridge is a Steel Girder span originally built in 1942. This structure is currently load posted at 12 tons and carries an average ADT >4000 VPD

EVIDENCE

Closure of bridge due to load rating or failure will result in major economic impact to City of Norman budget. Current Load posting does not accommodate emergency vehicles resulting in delayed response times on this route.

POPULATION DESCRIPTION

This specific project will impact a large portion of rural Norman residents. Many of which are involved in agricultural activities. These populations have seen significant impact from pandemic in supply chain disruptions, reductions or loss in labor force, and increased cost for conducting business related to the previous factors. Reconstruction of this bridge would provide additional travel route for residents as well as emergency service vehicles currently unable to utilize structure due to 12-ton load rating.

PERFORMANCE MEASURING

Data currently collected on annual or bi-annual basis as required by the FHWA to ensure bridge structure inventory and conditions are actively monitored. The proposed structure will maintain this routine inspection and record keeping process indefinitely.
