PROJECT PURPOSE

Funds will be utilized to correct storm water infrastructure on the north and west sides of the Tonkawa Campus. Currently when heavy rainfall occurs the runoff water from property areas north of the campus is forced into the main campus resulting in water coming into campus buildings as well as water sitting on campus grounds until the existing drainage areas recede. The current drainage system is inadequate to manage the flow of water.

EVIDENCE

The Oklahoma Department of Transportation, the City of Tonkawa, and Kay County officials will be addressing issues with areas adjacent to our campus property that directly impact the storm water drainage onto campus. Damage and clean up costs from past flooding of buildings would be eliminated.

POPULATION DESCRIPTION

The community of Tonkawa, Oklahoma which has approximately 3,500 residents in addition to approximately 1,000 students of Northern Oklahoma College that either live in residence halls or commute to campus would be impacted. The pandemic forced many College and community events and services to be cancelled, postponed or moved to a virtual setting. Student enrollment experienced a significant decrease in the academic year of 2020-2021 due to the impact of COVID. Community participation in college events was eliminated due to spacing requirements and limitations on facility usage due to the pandemic.

PERFORMANCE MEASURING

Assessing the elimination of storm water damage in buildings and the reduction of water standing on grounds as a result of the improvements would provide data to illustrate the positive impact from the use of the funds. Assessing student, employee, and general public comments through surveys about corrected storm water and access issues to the campus would be conducted.
