PROJECT PURPOSE

12&12, Inc is a comprehensive community addiction/mental health treatment center. The mission operates several inpatient and outpatient programs including medically supervised detoxification and intensive residential treatment levels of care. The organization has Joint Commission Accreditation and ODMHSAS and CMS certification and contracting. This project is designed to provide the organization with an additional 100 in-patient beds necessary to simultaneously treat the epidemic of addiction/mental health and the COVID pandemic during the in-patient recovery stay at 12&12. We propose to renovate an unused already "gutted" 20,000 square feet at our facility located at 6333 East Skelly Drive, Tulsa, OK. The best treatment/recovery health outcomes for substance use disorder's are achieved for Oklahoman's when they are able to successfully access the level of care needed (available beds) and the organization is able to retain them throughout the treatment episode.

EVIDENCE

2020 and 2021 were unprecedented years of uncertainty, stress and isolation. Healthy Minds Oklahoma https://www.healthymindspolicy.org/ and ODMHSAS warn of increased alcoholism, addiction and deteriorating mental health as the Covid pandemic continues. Accessing and then completing treatment is critical to achieving a successful long term health outcome. This project supports client retention in treatment during the pandemic and substance use disorder epidemic. Expansion of indigent in-patient treatment beds is a crucial step for combating the drug addiction crisis in Oklahoma.

POPULATION DESCRIPTION

According to recently published CDC information, Mental health/Substance Abuse conditions are disproportionately affecting specific populations, especially young adults, Hispanic persons, black persons, native American persons, essential workers, unpaid caregivers for adults, and those receiving treatment for preexisting psychiatric conditions. 12&12 provides addiction/mental health services to all Oklahoma population groups. Specifically, 12&12 services are mostly delivered to persons who reside in qualified census tracts. Basically.....more treatment beds equates to more successful SUD recoveries.

PERFORMANCE MEASURING

12&12 monitors client discharges including "scheduled" and "unscheduled" discharges for each in-patient program. Client retention is a vital component of successful outcomes. Effective COVID protocols require; testing, masks, PPE, client isolation or quarantine when necessary. This project funds our ability to effectively treat and retain inpatient services during and after the pandemic. Data collection will be collected through internal departmental staff processes including medical, clinical therapist, case managers, and administration professionals. Demand for Oklahoma indigent care of Substance Use Disorder treatment beds is significant. We anticipate 100% occupancy of existing beds and expanded bed capacity (total 300 Beds) within 12 months of expansion completion. Current 3/30/22 occupancy is near 100%. It is not unusual for 12&12 to have an extensive waiting list.
