PROJECT PURPOSE
Kinetic by Windstream is pleased to partner with Wagoner County and the state of Oklahoma in a request for grant funding for the deployment of fiber-fast broadband infrastructure to benefit the county's residents and fuel economic growth. Kinetic by Windstream is a premier partner to work with Wagoner County and provide opportunities to deliver future proof fiber internet to the homes, businesses and community anchors that had previously been beyond the reach of affordable fiber deployment. Kinetic by Windstream has a track record of successful fiber broadband deployments in the 18 states we serve. Kinetic brings the network, engineering design, construction management and operational expertise required to achieve real results for Wagoner County. Kinetic takes the needs of our customers and our obligations very seriously. We believe in developing deep roots in the local communities we serve. When Kinetic is trusted with public funds, the projects are completed to spec in the timeframe required.

POPULATION DESCRIPTION
In today's world the need for connectivity is more critical than ever. That need is nowhere more transparent than Wagoner County, Oklahoma during our current COVID-19 pandemic. While internet access allowed a portion of Wagoner County's residents to make necessary adjustments, too many in unserved and underserved areas were forced to resort to seeking public Wi-Fi locations to carry on normal activities such as work, education, medical visits, and church. Their situations are not due to a lack of concern on the part of Wagoner County. The County has shown they are prioritizing the need to fix resident's needs. But additional help is needed to expand the infrastructure to those who find themselves on the wrong side of the digital divide. With this private public partnership from Windstream, Wagoner County and the state, so many people, families, and businesses will see improvement to the tools they depend on for everyday life.
PERFORMANCE MEASURING
Our project management team tracks projects from planning through qualification, with data points including cost, completion dates, and qualifying locations. At the end of the proposed project, we can provide the state with a reconciliation comparing our application cost and unit projections with actuals. We also have the capability to provide milestone progress reports as we complete our engineering, construction, and testing phases of the project build.
