PROJECT PURPOSE
Wastewater Treatment Plant construction and Sewer Lagoon Decommissioning - A new plant is being constructed in compliance with ODEQ Consent Order and existing Lagoons are being decommissioned. Capacity and treatment process expansion to meet environmental requirements and to accommodate current and future residents.
EVIDENCE
The City of Bixby is under Consent Order from DEQ to complete the project. Bids received along with subsequent project costs exceed OWRB loan amounts due to cost escalation and COVID impacts.

The pandemic has delayed construction progress due supply chain and employee sickness, increasing project material and labor costs.
