PROJECT PURPOSE

The purpose of this project is to reduce harmful NOX emissions emitted into the atmosphere that eventually find their way back into our streams and drinking water. Reducing our dependency on foreign oil and will aid in cleaning up the environment, provide improved breathing air and allow for better recovery efforts for COVID victims. This project would add 22 180kw electric vehicle chargers to 12 City-owned locations. If approved, This will allow for an escaladed electric vehicle (EV) purchasing program for the City and infrastructure to charge these vehicles to reduce harmful greenhouse gasses.

EVIDENCE

President Biden has united automakers and autoworkers to drive American leadership forward on cleaner vehicles. He has set a target of 50% electric(EV) sale shares in the U.S. by 2023. Cleveland County and Norman, Oklahoma continue to be an Ozone nonattainment area. Adding more EV technology will improve air and water quality.


POPULATION DESCRIPTION

The community has been affected by a 60-70 percent increase in fuel cost per gallon. The average household is spending $3,000 more per year on vehicle fuels. An average fill-up costs consumers $57.00. An average fill-up for an EV is less than $10.00. The City of Norman Community has experienced extended service life of Fleet vehicles due to acquisition delays by automobile manufacturers. This has increased the overall total cost of ownership to safely keep older cars on the road while also diminishing reliable vehicles available to provide essential services to the community. Preventive maintenance (PM) services were delayed during the Pandemic due to available personnel. A basic PM service catches minor problems that can be corrected before they become more significant problems or safety issues. A significant supply chain issue has also impacted the community. Vehicle repair parts were and still are delayed affecting the turnaround time of repairs for all city units, including Public Safety vehicles that provide emergency support.

PERFORMANCE MEASURING

In a City-issued Request for Quote (RFQ), a project schedule will be submitted. Bidders will be expected to follow the project schedule precisely and provide weekly updates until construction is complete. The Electric Vehicle Chargers will be connected to current City vehicle management software that captures the cost per kilowatt, frequency of charges, number of charges daily or weekly. Once historical data is collected for one year, the City will have the ability to measure the reduction in unleaded or diesel fuel, converting this to NOX emissions savings.
