PROJECT PURPOSE

Helena will be refurbishing the existing lagoon system?s dikes that are in poor repair and need to be reshaped and protected to prevent erosion. There is an Oklahoma Department of Environmental Quality Consent for the repair of the dike system at the existing lagoon. It is for a large portion of inflow and infiltration into the collection system. The system also has numerous clay tile collection lines that will be replaced. Helena will also add piping to the current water system that is listed as ?at capacity? by the Oklahoma Department of Environmental Quality. To build a more innovative economy, Helena will replace old water meters with meters that allow the town to calculate water loss and fix leaks accordingly. Finally, Helena will repair its streets and allies that are in poor repair. The current drainage system will be improved to prevent flooding and damage in town.

POPULATION DESCRIPTION

? Helena is home to the James Crabtree Correctional Center, a medium-security state prison holding up to 1,175 male inmates. Helena?s median age is almost 9% higher than the state average and only 6% of their population receives a bachelor's degree or higher. This indicates that the adult population of Helena, OK tends not to relocate and will live there into their senior years. There are 285 students enrolled in Timberlake schools. Sewer and water issues will affect the schools, residents, and businesses.

PERFORMANCE MEASURING

Project performance will be measured by the lagoons being released from DEQ?s Consent Order. The performance will also be measured by the water supply?s inflow and infiltration being crossed. Currently, the water system is at capacity, cannot afford a growth in customers which prevents economic growth. The addition of the new Telemetry System will increase efficiency and innovation, better supporting economic growth. The streets and alley system will show progress by preventing flooding into the town streets. The town of Helena is familiar with the Compliance and Reporting Guidance for State and Local Fiscal Recovery Funds and understands our reporting responsibilities. All documents related to this project will be stored for reports. The reporting elements from the ARPA Reporting Fact Sheet will be used to report work completed on this project. All documentation will be kept, organized, and updated by NODA and the town clerk will complete the reports together, ensuring all required documentation is reported.
