PROJECT PURPOSE
This project will establish an open access, carrier-neutral Internet exchange point (IXP) in Stillwater, Oklahoma. All users of the Internet will benefit from the IXP as it directly brings increased competition, decreased broadband pricing, lower latency, and offers a home for cloud services and content to reside, effectively bringing the Internet closer to end users.

https://www.de-cix.net/en/resources/case-studies By aggregating internet demand to a point, buyers enjoy access to wholesale rates as opposed to retail rates with savings as great as 90% (just like buying at Costco or Sam's Club versus a convenience store). The "why" to seek out an IXP goes beyond this wholesale rate: IXPs reduce costs even further by handing off Internet traffic directly to the destination, avoiding IP transit costs, but more importantly, saving time (just like a direct airline flight versus having to connect). This is referred to as reducing latency. So, in short, neutral IXPs save time and money.
POPULATION DESCRIPTION
All of Cushing, Perkins, Yale, and Stillwater fall within ARPA poverty guidelines, making this a project that would help Oklahomans who have been disproportionately affected by the pandemic (more impoverished communities were hit harder, not having access to online work, etc).
PERFORMANCE MEASURING
We already have all required programmatic data. Project success can be measured by ?is there a functioning, open access IXP offering peering in Stillwater.?

The above COVID-19 relief funds were from PPP loans. In addition, we will have one federal grant beginning April 1, 2022 from Delta Regional Authority totaling $40,000 for Digital Works in the Opportunity Zones in KY.
