PROJECT PURPOSE

The City of Lawton Water System consists of two lakes, two water treatment plants, 5 elevated tanks, one ground storage tank, four pump stations, and hundreds of miles of water distribution lines. Our current operations system is outdated, vulnerable to cyber-attack and in need of a complete replacement. A good SCADA (Supervisory Control and Data Acquisition) is critical for the efficient operation of a safe and secure modern water system. It allows operators to remotely view and adjust factors such as pump operation, tank levels, chlorination levels, and even automatic valve operation, when so equipped. A conceptual design of the proposed improvements was recently completed in July of 2021 by a professional engineering firm, but additional design is needed in order to address all recommended items. The new SCADA system will have several major components including a new radio telemetry system, new RTU panels at remote sites within the water distribution system, new chlorine analyzer instrumentation at several sites, upgraded SCADA HMI hardware and software with redundancy features, and new PLC hardware at both water treatment plants. The project will be ready to bid for construction by July of 2022. Total cost of project will be $5,000,000.

POPULATION DESCRIPTION

While Southwest Oklahoma continues to work very hard to improve conditions for our citizens, we continue to struggle with poverty and decline. With 18.5% of our population in poverty and only 45% of our households in owner occupied homes. Our median household income pf just less than $48,000 is more than 10% below the state. Lawton is a very diverse, inclusive and progressive community, but we lack the resources to create the kind of community improvement projects that can move us economically to the next level. Southwestern Oklahoma has felt impact of the pandemic through stagnant municipal revenues and significantly increasing costs due to supply delays and labor shortage. Proper operation and protection of our water supply is of utmost importance.
