PROJECT PURPOSE

The Oklahoma State Bureau of Investigation (OSBI) revenue was severely impacted by the pandemic due to its reliance on revolving funds. When using the formula from the America Rescue Plan Act for calculating lost revenue, the OSBI lost $5,217,996.43 to date. Obviously this has impacted our ability to move the agency forward. Computerized Criminal History (CCH) Program Replacement Project Description: OSBI is required by statute (74 O.S. 150.9) to manage and maintain the criminal history records repository for the state of Oklahoma. All criminal history records are processed and stored in CCH. CCH was last upgraded in 2014 and is nearing end of life. New technology is available to increase efficiency, reduce manual entry, enhance security features and improve the ability to query the system. CCH interacts with livescan devices used by law enforcement when booking individuals at arrest, vendor submittal of fingerprint based background checks, the Automated Fingerprint Identification System, the Federal Bureau of Investigation, Oklahoma District Attorneys Council and Court Systems for disposition reporting, the Oklahoma Law Enforcement Telecommunications System (OLETS) and requests for criminal history information from all law enforcement, the public and non-law enforcement agencies. CCH provides Rapback services to notify employers or licensing entities when persons in positions of trust are arrested. Queries of Oklahoma Criminal Records from anywhere in the nation whether for criminal justice or non- criminal justice systems are processed by CCH. CCH is a complex computer program that provides a vital service to the state and nation. It is a 24/7/365 days per year program that facilitates approximately NINE MILLION searches each year. CCH must remain functional at all times and is integral to public safety. The OSBI requests funding to replace the current CCH program to improve public safety.

EVIDENCE

Evidence that validates the need for interventions proposed in this project is ultimately measured through the number of records which have a final disposition. Metrics discussed for tracking project performance provide intermediary evidence for individual interventions which collectively ensure success of the proposed system. In a SEARCH Organization survey of states regarding criminal history records, the average percentage of all arrests with dispositions was 68. Oklahoma was at 67, even after years of attempting to manually update missing dispositions. Oklahoma remains slightly below average.


POPULATION DESCRIPTION

This program serves all Oklahoma police officers, district attorney?s offices, municipal and district courts, and the department of corrections, and others by providing criminal history information to the criminal justice community. CCH serves the general public who can run state criminal history checks on themselves or others. Non-Criminal justice agencies like the Department of Education, the Department of Human Services and a host of others use the system to vet potential employees, professional license holders, caregivers or volunteers who are placed in positions of trust serving vulnerable populations like children and the elderly. The system provides a vital service to other states criminal justice communities as well as non- criminal justice agencies performing similar functions as Oklahoma.

PERFORMANCE MEASURING

Project performance will be measured by tracking the dates that certain milestones are accomplished (e.g. RFP issued, contract awarded, test system completed, testing completed, system moved to production) and by tracking metrics which measure the effectiveness of the system (number of populations enrolled in Federal RapBack, number of RapBack hits, number of entities reporting dispositions electronically, number of entities whose dispositions are processed automatically, number of completed records, etc).
